		<description>Dear Sir that is a very interesting article,and with your experiance i was wondering if you could shed some light on a situaation that no one seems to know the answer too.
Cloud 9 are or alleged to be an IOM MNO but to date do not have an operational network,and they do sell MVNOs to companies with a number ranges from the IOM,they use a callback system through there own equipment in telehouse london with TIM as there roaming network provider. so in affect nothing is managed or directed through IOM.
Would this be correct procedure to  sell, maintain and run there systems out of the UK with no IOM presence using IOM numbers.</description>
